About the map →The most useful document in a small county is often not the minutes. It is the monthly list of checks.
Malheur County publishes a payments register with every County Court meeting, organized by fund. Each fund heading is followed by its line items. In the May 2024 register, under the heading AMERICAN RESCUE PLAN, the first line reads:
“AMERICAN RESCUE PLAN NON-DEPARTMENTAL CAPITAL OUTLAY AXON ENTERPRISE INC 137,515.03”
Federal pandemic relief money bought law enforcement recording equipment in this county. The fund attribution is structural rather than inferred: the register groups payments under fund headings, and this payment sits under that one. No contract and no agenda item that we found mentions it.
What a payments register does not tell you is what was bought. $137,515.03 of capital outlay to Axon could be body cameras, in-car video, Tasers, evidence storage, or a mix of them. Axon sells all of it and the line distinguishes none of it. The finding here is the payment and the fund it came from, not the equipment. A records request for the purchase order settles it, and ours is drafted.
Axon is not a one-off here. An identical $11,730.00 appears under SMALL EQUIPMENT in June 2022, July 2024 and July 2025, alongside $1,241.70 of training equipment in October 2022 and October 2023, and $17,615.48 of capital outlay in June 2024. An identical figure recurring each summer reads like a subscription or an instalment rather than a purchase, which is how these bundles are usually structured, but the register does not label it and we are not going to guess.
Two other vendors recur beside Axon and are worth naming for anyone trying to understand a small county’s law enforcement stack. Lexipol, the policy manual vendor, at four to six thousand dollars a year. LeadsOnline, an investigative records search service, at $3,396.00.
In October 2022 the Sheriff’s Office replaced its dispatch and records software, having found the existing system “inaccurate, doesn’t track well and is prone to human error.” Bids were sought from Mark43, Motorola Flex and Tyler New World. This is not surveillance of the public and we record it so it is not mistaken for it, but it is the platform that law enforcement data lives in, and the record does not say which vendor won.
There are no plate readers in this county’s record. ALPR, automated license plate, automatic license plate, Flock, Vigilant, facial recognition, gunshot detection and unmanned all return nothing across 287 documents and 3.69 million characters. The one hit for license plate is a Veterans Service Officer helping veterans get permanent veterans plates.
That negative is stronger than most on this site, and it is worth explaining why. Every one of the 287 documents is machine readable and every one passed the checks we use to confirm a search is actually running. So the absence holds for those documents: County Court agendas, minutes and payment registers from 2022 through 2026. It does not extend to 2016 through 2021, which the county publishes on the same page and we have not read, and it says nothing about Ontario, Nyssa, Vale, Adrian, Jordan Valley or Harper.
Before this page, Malheur County had no entry in any surveillance dataset we use. No Atlas row, no mapped camera. Nobody had looked. What looking found was a six figure Axon payment out of federal relief funds.
