San Juan County’s council record is one of the most readable in our Washington coverage, and it holds no surveillance at all. Across 1,030 readable council documents from 2024 through 2026, every match for our search terms turned out to be something else: tourists who flock to the islands, avian flu advisories about backyard flocks, and a conservation easement whose drone clause prohibits flying them over protected habitat. The closest the record comes to a surveillance vendor is a $645 invoice from Axon for Taser cartridges and batteries, a weapons resupply, not a camera system. No Atlas of Surveillance row exists for any agency in the county.

The absence has better footing here than in most small counties, a thousand readable documents’ worth, but it keeps its scope: sixty of the council’s documents in our window are scanned images with no text layer, and the Sheriff’s Office’s own inventory is a records question the request asks directly.

What this record does not cover

The sixty scanned-image documents, and everything before 2024, which lives in the county’s older agenda archive. The islands’ town of Friday Harbor and its police, municipal, never merged into county counts.

Community contributors have mapped 3 devices across the county in OpenStreetMap. That count covers every agency and business at once and is never merged with anything above.
